The International Forum of Independent Audit Regulators (IFIAR) conveyed in May 2020 its decision to contribute JPY 6,150,000 to the PIOB budget in 2020 and 2021. In the same way, in July 2020, the Federal Audit Oversight Authority of Switzerland (FAOA), member of IFIAR, confirmed a contribution of 10,000 euros for 2020. The PIOB appreciates this strong signal of support from both stakeholders, which will contribute significantly to a more stable and diversified funding base, allowing the PIOB to continue its mandate in the fields of audit and assurance and ethics.

Madrid, March 31, 2020 – Public Interest Oversight Board appoints Linda de Beer as new PIOB Chair and welcomes Robert Buchanan as new PIOB Member.
The Public Interest Oversight Board (PIOB) is pleased to announce that on March 31, 2020, Linda de Beer was appointed Chair of the PIOB. Ms. de Beer is a chartered accountant (SA), holds a master’s degree in taxation and is a professor in practice at the University of Johannesburg. She is a chartered director (SA), and serves as an independent non-executive director on a number of South African listed company boards. In addition, she has a long professional history of being involved in the setting, monitoring and oversight of reporting standards, corporate governance principles and related regulation.
Ms. de Beer was Chair of the International Auditing and Assurance Standards Board’s Consultative Advisory Group (CAG) from 2010 – 2015. During her tenure, she also served on the CAG of the International Ethics Standards Board for Accountants. Currently, she is focused on her existing corporate board appointments.
”I am honoured and delighted to be appointed to this position. The PIOB has and will continue to play a critical role in ensuring that the public interest is served in the setting of standards for auditors. Now, more than ever will the integrity of corporate reporting, and hence the credibility given to that by the statutory audit, be tested. Those are two important cornerstones to be protected and enhanced as we unite in serving the public interest and in rebuilding our economies, when we move forward out of this unprecedented pandemic. The enormous contribution and leadership of Eddy is a tough act to follow. We all owe him great gratitude for the work that he has done with passion and commitment. I would also like to thank IOSCO and the Monitoring Group for the confidence and trust in me, and for all the PIOB members and staff for their warm welcome.”
Ms. de Beer has been nominated by IOSCO and replaces Mr. Eddy Wymeersch who has chaired the PIOB since 2011.
During his tenure, Mr. Wymeersch led the PIOB through two Strategy consultations in 2012 and 2017, participated actively in the MG Governance Review in 2012, and was an important player in the drafting of the Standard setting in the Public Interest – A Description of the Model in 2016. Over the last two years, since the launch of the MG reform process to Strengthen the Governance and Oversight of the International Audit-Related Standard setting in the Public Interest, Mr. Wymeersch has been in close contact with the MG and the PIOB highlighting the need for independent PI oversight.
The PIOB welcomes Ms. de Beer and thanks Mr. Wymeersch for his nine years of dedication, and for his contribution to global public interest oversight.
Mr. Robert Buchanan also joined the PIOB on March 31, 2020, as PIOB member replacing Maria Helena Pettersson. Mr. Buchanan is a New Zealand-based lawyer and consultant with a background in public sector legal practice, public and not-for-profit sector governance roles, and nearly a decade of involvement in audit standard-setting. He also has experience as an independent adviser and reviewer with a particular focus on public sector governance, regulation, ethics, and accountability. His international consulting work draws on his public law and governance experience gained since the 1980s.
Until 2019, he ran his own legal practice in Wellington, Robert Buchanan Public Law and Governance, which he discontinued in order to focus on governance and consulting work and his role as Chair of the New Zealand Auditing and Assurance Standards Board, in which he has been a strong proponent of the Public Interest in both domestic and international standard setting.
The PIOB bid farewell to Maria Helena Pettersson who served two terms as PIOB member and welcomed Mr. Buchanan. Mrs. Pettersson has been a valuable PIOB observer and a strong advocate for new technologies in relation to the Public Interest. Through her collaboration with the Rutgers Accounting Research Center/Continuous Auditing & Reporting Lab, she helped launch a joint project with Car Lab and IFAC focused on identifying the dimensions of the concept of the public interest through data mining. She was also part of the PIOB Audit Committee since 2017.
